Stress is defined as force per unit area. Or F/a o F*1/a
Force is a vector and area is a scalar. The product of a vector multiplied by a scalar is a vector. Stress is a vector.
Strain is the reaction to stress . It would also be a vector.

Stress is force divided by area. We all know that force has a direction. Hence stress is vector. Strain is all about change of length which also has a direction and hence a vector. The effect of strain in 3 dimensions is described in the compatibility equations of the Theory of Elasticity and Plasticity. Read Timoshenko and Goodier.
