when you turn the flame on, it heats up the air making it expand and thus making the balloon expand.

Hot air expands; cold, contracts.

So they put burners under the bottom openings into the balloon and blow hot air and gas into the cavity of the balloon. That expands the air in there already and that puts pressure on the material, which causes the balloon to expand. When it expands far enough and displaces a sufficient weight in the surrounding air, it floats.

While they float about, the operators from time to time will shoot more hot air and gas into the balloon to re-expand it. It loses some of its size as the hot air inside starts to cool down you see.

On top of the basket that you ride in is a huge butane torch that fires hot gasses, but first it uses hot air to begin the inflation. Then when it gets enough room inside the huge bag, the operator fires up the fuel for fire at full power and the heat does the rest. When the bag reaches its full size, the operator shuts down the flame and then intermittently fires it up to keep the balloon full of hot air.

If it is cold outside, then the Fire will cause it to fill with hot air. The Cold air is more dense which will cause the hot air to go up, carrying the balloon with it!

Due to the heat/steam made by the fire, hence the name "hot" air balloon
