The permeability of free space is a constant which can be found in the calculation for the magnetic field produced by a moving point charge (when charged particles, such as electrons, move, they produce a magnetic field).
The exact value of it is 4(pi) x 10^(-7) N/A^2
Where N/A^2 is newtons per ampere per ampere.
Basically, this tells us how strong the magnetic field can become in empty space due to the movement of a charge, as opposed to how strong a magnetic field can become in another material, such as copper, due to that same charge.
This isn't to be confused with Permittivity of free space.

When a magnetic substance is placed in a magnetic field, it acquires magnetism.
The intensity of magnetisation depends upon the specimen and the magnetizing field.
For a given specimen the intensity of magnetisation is proportional to the magnetising filed.
In other words, the intensity of magnetisation depends on how many lines of force enter into the specimen; how many lines of force penetrate or permeate into the specimen.
The degree to which the lines of force permeate through a medium is called absolute permeability of the medium.
The permeability of free space is 4xpix10^ (-7) henry/ meter or joule/ (ampere^2 meter) or weber/ (ampere- meter)
The relative permeability of the medium is the ratio of the permeability of the medium to that in free space.

permeability means to go thru so permeability of free space means that how much free space is available in a particular material for field lines to pass thru it .
it is like some friends walking in a street . if the street is less crowded then more friends can go if the street is more crowded only some can go thru.
